Dead T5 bulb?

I noticed that one of my T5 actinics isnt lighting up. I am running two 24W of the same ballast one doesnt fire up. THe bulb had a good amount of salt on it which I cleaned off (The dottyback and McCosker wrasse dont get along) I can see the bulb flicker at the end, but thats it, and the other ne works fine. ANy ideas if this is a bulb issue or ballast issue? Bulbs are like 4 months old

Switch the bulbs around and see if it follows the bulb or not. This will tell you if end cap connectivity issue or not.
