I recently noticed that one eye on my flame angle was popped out and
had a hazed look to it. Is it popeye and if so what could be done to
help him out.

Just time and keeping your water quality up.

I usually don't treat for things like that. Just make sure the fish isn't stressed. Poor water quality, temperature swings, proper diet etc.

Ditto, I've had a clown with it. I wouldn't really worry about it unless it doesn't start to improve within a week to 10 days.

I have a clown that has been getting over something similar for about a month now. It took at least two weeks for it to go down. Like everyone else mentioned keep your water quality up and as long as it is eating and isn't harassed it should be okay.

haze over his eye is less now. but is starting to loose color on his face and
is hiding alot, but is still coming out to eat. checked water found that alk is a bit high but other wise
ok.

put up a good fight, but finally died to day. suspect that he had a bacterial
infection that could not shake.

It is a bacterial infection. Could be water quality, but the culprit is probably got spooked and ran into the rocks and scratched its eye. Soon as you see it try to put into a hospital tank. If you can't do that then lace it's foods with erythromyacin powder or feed it anti-bacterail flake foods if it eats flakes. Of course this only works if the fish is eating. Sorry to hear about your flamer!
