My tank is nearing completion finally... Will anyone be bringing frags to this meeting or will it just be discussion?

Will this meeting meet my requirements to become a full member for 12 months?

Per the bylaws, you need to attend one TCMAS sponsered event every 12 months to maintain your full membership, so this will definately get you there.
