So I picked up a little 3 gallon pico tank today for Amy, now I have to find a light for it. What are some decent options? I have a couple leds laying around but they are bigger than the tank

11.8 x 8.9 x 8.8, maybe one of those kessils could work

How about a par 38 and a gooseneck? A bit bulky but quite reasonably priced. There are some pretty decent eBay par38s.
I even have an extra gooseneck I could part with if you want.

I suspect that the reviewer in question was using the 24 watt version

I had it on that same tank for a while, but it got vetoed due to the fixture being a bit big. I didn't think it was that bad

Debating between that and the kessil a80. Kessil is at least adjustable

and controllable via a VDM port on your APEX if you can get an ethernet cable to it from the APEX

Let us know what you think of it.
