Sand is more easily turned by many animals. Even small hermits can move the smaller granules. Sand sifting gobies tend to be the best thing for the job. Sandsifting star even though not a cleaner they can turn the sand for you also.

buy Dimond goby......they will stir the sand all day long. make sure you keep your rock well digged into sand.
I would strongly disagree with this for a 30g tank. Diamond gobies need much more space than that, in my opinion. They have enough problems staying well fed often enough as it is. In a 50, maybe even 70, or greater tank I'd certainly recommend a diamond. In a 30, not so much.
