They get too big!
Clowns can jump as well, but they will be out swimming almost 100% of the time. Other small active fish are going to be basslets - Royal Grammas, Yellow Assessor. Dottybacks would also be out and be active but would probably pick on your already scared fish.
Gobies are just small fish that perch and hide in corals and rocks. They will come out for food and you'll see them sitting in their spot once they are comfortable but they really aren't fish that swim around much.

I don't recommend chromis. IMO, they are just too common and really aren't all that stunning unless you have a good sized group of them, IMO. Also, to me they just aren't that attractive as adults. Also, there is some disease or other issue with chromis at the moment I believe (haven't followed it to know much about it).
One thing everyone should keep in mind is that ANY and EVERY fish can/will jump out of a tank. Some fish just happen to do so more often (clowns, wrasses, gobies, etc.). I have seen posts on other forums of people's frogfish/anglerfish jumping out of the aquarium. One reason why a screen top should be over every tank. Rimless tanks don't need to be covered if you are around to save any fish jumping out (so it can be on if you are at work, on vacation, busy doing other things around the house, etc.).
FYI, clown gobies use SPS corals in spawning and usually hang in/around the branches of SPS corals. This behavior is interesting to me, and shouldn't be too harsh on a good-sized healthy SPS colony. If you want some fish that aren't quite as criptic, look into getting a pair of cardinals (bangaii, pajama, etc.). I think it could be interesting if you replaced all of your fish with a group of 5 red spot glass cardinalfish (DD has them fairly often).

Had a clown in a much taller open tank, totally jumped(not doing that again)

That's still plenty big to eat a sexy IMO
That's as big as a small goby gets. Their mouths aren't overly big, and they need small foods like cyclopeeze, hikari mysis, enriched brine, etc.

i have red spot cardinals in my tank they love the high flow but you have to let them adjust to it or this happens....

If it were up to me I would do a yasha goby and Randall's pistol shrimp combo. I highly doubt the pistol shrimp will touch your sexy army. I would only trust the Randall's pistol shrimp from my experience. I have seen greens, reds, tigers all eat inverts and fish but never Randall's. if you got the pistol to setup camp at the front middle of your tank that would be a pretty solid centerpiece of your tank with some action.
